eSESH - Saving Energy in Social Housing with ICT

The eSESH - Saving Energy in Social Housing with ICT project aims to design, develop and pilot new solutions to enable sustained reductions in energy consumption across European social housing. This is to be accomplished by providing usable ICT-based services for Energy Management (EMS) and Energy Awareness (EAS) directly to tenants, by providing effective ICT monitoring and control of local generation of power and heat and by providing social housing providers, regional and national government with the data they need to optimise their energy-related policy and investment decisions at national, regional and organisational level. The project will help Europe meet emission targets by achieving a significant reduction of energy consumption in European social housing.

BECA - Balanced European Conservation Approach - ICT services for resource saving in social housing

BECA (Balanced European Conservation Approach - ICT services for resource saving in social housing) project addresses the need to reduce energy consumption in European social housing by a very significant amount to meet overall emission reduction targets. To substantially reduce peak and overall demand for energy and water across EU social housing, BECA will develop a full set of innovative services for resource use awareness and resource management. Balance is achieved by addressing not only energy but water, by including all key energy forms - electricity, gas and heating - and by including strong activities in Eastern Europe as well as in the North, South and West of the EU.

Best Energy - Built Environment Sustainability and Technology in Energy

The BEST Energy (Built Environment Sustainability and Technology in Energy) project concept is based on the integration of building and lighting technology and state of the art ICT technology into innovative control and monitoring systems The main objective of this project is to improve the energy efficiency in public buildings and street public lighting, by the ICT-based centralized monitoring and management of the energy consumption and production, and to provide decision makers with the necessary tools to be able to plan energy saving measures. The initially quantified objective is to achieve an energy consumption reduction of 12% in buildings and 30% in public lighting systems.

CASCADE - Cities exchanging on local energy leadership

CASCADE is an EU-funded project coordinated by EUROCITIES which aims to design and deliver large-scale networking and mutual learning actions on local energy leadership among members of the EUROCITIES network. It focuses on energy efficiency in buildings and districts, energy in urban transport and renewable energy sources and distributed generation. The consortium is composed of EUROCITIES two expert leaders and 19 large European cities. Over the course of three years (June 2011 – May 2014), the project will inspire improvements in the implementation of sustainable energy policies through three ‘cascading’ levels of high quality networking and mutual learning activities, which will include more cities as the project progresses.


The READY4SmartCities project intends to increase awareness and interoperability for the adoption of ICT and semantic technologies in energy system for obtaining a reduction of energy consumption and CO2 emission at smart cities communities level through innovative relying on RTD and innovation outcomes and ICT-based solutions.

EDISON - Energy Distribution Infrastructure for Ssl Operative Networks

The EDISON (Energy Distribution Infrastructure for Ssl Operative Networks) Pilot Actions aim to demonstrate, under real operational conditions, that a smart lighting system improves energy efficiency, reduces CO2 emissions and encourages the use of small-scale renewable energy sources in European public buildings (e. g. schools, museums, administrative offices, hospitals, etc.). The Pilot Actions are based on the use of Solid State Lamps (SSLs) combined with a particular method of providing power to them, in order to realize a Smart Energy Platform (SEP), mainly aimed at delivering an efficient lighting system. This combination is able to provide more than 60% reduction in ongoing electricity costs, and is also able to reduce building maintenance costs. Measurement and analysis tools and metering indicators of energy performance, acting to demonstrate clear energy savings, have a relevant role in the Pilots. The goal of the experimental actions is to validate the effectiveness of the proposed ICT (SEP) solution for smart lighting, to serve as showcases to these technologies, and to facilitate their wider uptake and replication.



EPLACE- Eco public PLAtform for smart green CityzEn's living labs

The EPLACE project aims to increase the understanding of how building occupants use the energy. EPLACE platform aims to provide building managers and occupants with a web application to provide not only information about their energy consumption, but also an international web based collaborative platform where practical solutions, partnerships and knowledge exchange can be assessed and tailored specifically to their buildings' energy profile”


EURONET 50/50 MAX aims at mobilizing energy savings in public buildings through the implementation of the 50/50 methodology in 500 schools and nearly 50 other public buildings from 13 EU countries. The 9-step methodology increases energy awareness of the building users and actively involves them in energy–saving actions. Achieved financial savings are shared equally between the building users and the local authority which covers the energy bills. The project started in April 2013 and will last three years. The project is supported by the European Commission through the Intelligent Energy Europe (IEE) programme.

GREEN@Hospital - web-based enerGy management system foR the optimization of the EnErgy coNsumption in Hospitals

The GREEN@Hospital (web-based enerGy management system foR the optimization of the EnErgy coNsumption in Hospitals ) project aims at integrating the latest ICT solutions in order to obtain a significant energy saving in existing hospital buildings, through a better management of energy resources and losses reduction. This will be carried out by the realization of Web-based Energy Management and Control Systems – Web-EMCS – which integrates monitors and controls multiple buildings systems at the component level. Four different hospitals have been selected across Europe to take part in the pilot in order to demonstrate the validity of the proposed solution under real operating conditions. The study will be the basis for possible replications of the solutions taking into account savings and return of investments.

HosPilot - Efficient energy efficiency control in hospitals

HosPilot (Efficient energy efficiency control in hospitals) is envisioned as an expert system providing – to the technical advisor or facility manager of a hospital – information on possibilities for energy saving by making educated choices between different available technical improvements for lighting and HVAC. The basis of these choices is the opportunity for energy conservation that those technology solutions offer. The basis of the selection is the estimated payback period / total cost of ownership, or, if this is not possible to access without an in-situ investigation, the relative installation difficulty.

LiTES - Led-based intelligent street lighting for energy saving

The LiTES (Led-based intelligent street lighting for energy saving) project solution delivers an intelligent public street lighting service using solid-state lights LED in order to reduce energy consumption. Manufacturing the LED technology and the embedded intelligence, it is significant energy saving potential up to 70%.
The core element of the solution is the dimming of the lamp depending on the environment; a set of embedded sensors measures ambient light, temperature, current, and detect motion. Output data of sensors is then processed by the embedded intelligence allowing optimum regulation of light levels.

NiCE - Networking intelligent Cities for Energy Efficiency

NiCE (Networking intelligent Cities for Energy Efficiency) will promote and advance implementation of the commitments of the Green Digital Charter (GDC), promoted by EUROCITIES and signed by currently 23 cities with a view to use ICT as an enabler to significantly reduce energy consumption and CO2 emissions. The project aims to do this through three key areas of action:

  • GDC Framework and Tools
  • City Support and
  • ActionOutreach and Engagement

City involvement in the project will be structured in three groups. Signatory cities will be the primary beneficiaries, whilst members of the reference city group will also be able to access a wide range of activities. Detailed conditions for participation in and for hosting activities will be developed during the first phase of NiCE.

NiCE will be led by EUROCITIES in a consortium with Clicks and Links, the City of Manchester and the Leibniz Institute of Ecological Urban and Regional Development as partners. The project will start on 1 September 2011, with a duration of 30 months.

PLEEC – Planning for Energy Efficient Cities

The PLEEC project – Planning for Energy Efficient Cities – funded by the EU Seventh Framework Programme uses an integrative approach to achieve the sustainable, energy–efficient, smart city. By coordinating strategies and combining best practices, PLEEC will develop a general model for energy efficiency and sustainable city planning.

By connecting scientific excellence and innovative enterprises in the energy sector with ambitious and well-organized cities, the project aims to reduce energy use in Europe in the near future and will therefore be an important tool contributing to the EU's 20-20-20 targets.

Save Energy

SAVE ENERGY is a European Project that will address the challenge of behaviour transformation through the use of ICT (serious game and real time information) as an enabler of energy efficiency in five public buildings in five European cities – Helsinki, Leiden, Lisbon, Luleå and Manchester.
SAVE ENERGY will build upon the Living Labs methodology to provide an engaging virtual environment for users, citizens and policy makers to gain awareness, understanding and experience associated with energy saving attitudes.

SMARTBUILD - Implementing smart ICT concepts for energy efficiency in public buildings

The smart ICT concept of the SMARTBUILD project (Implementing Smart Information and Communication Technology (ICT) concepts for energy efficiency in public buildings) will be implemented in existing public buildings in Germany, Italy, Slovenia and Greece in order to reach energy savings in annual and peak consumption up to 35% and to provide social-economic benefits to building users, to building managers, to public authorities and to distributor network operators. The ICT concept proposed with this action will be based on the off-the-shelf “Far Echo” ICT system, developed by the partner FAR Systems for the targeted countries Italy, Slovenia and Greece. The “Far Echo” ICT system has already been installed and successfully tested for more than one year in Italy. The “Far Echo” ICT system will be implemented in each pilot building according to the building characteristics and National standards.

SMART CAMPUS - Building-User Learning Interactions for Energy Efficiency

SMART CAMPUS aims at the development of services and applications supported by a data gathering platform that integrates real time information systems and intelligent energy management systems. This integration drives a bi-directional learning process such that both the user and the building learn how to interact with each other in a more energy efficient way. SMART CAMPUS expects an impact of substantial Energy Savings up to 20% of total saving, being up to 15% the result of consumer behaviour transformation. The users will be addressed at 4 public universities, located ah Helsinki, Luleå, Lisboa and Milan.

VerySchool - Valuable EneRgY for a smart School

VERYSchool(Valuable EneRgY for a smart School), funded under the EC ICT-PSP-CIP (2007-2013) Programme as "CIP-Pilot B actions", is a result-oriented project focused on Pilot demonstration and validation actions, with the Energy Action Navigator (EAN) at the core of the development. VERYSchool engages the subset of schools in the building domain developing a fundamental understanding of ISO 50001 international standard and a business process for systematic Energy Management Programme (EMP) in schools, with specification of the requirements for establishing, implementing, maintaining and improving the Energy Management System (EnMS) in the form of a more efficient and sustainable energy.

To be effective in Energy Management (in schools, and beyond) the VERYSchool project develops a roadmap on how to bring ICT solutions with cutting edge technologies and action management, that matches the specific needs of schools.



BUILD UP - Energy solutions for better buildings

BUILD UP is a European web portal for energy efficiency in buildings. It provides an online platform where policy makers, building professionals and building occupants can get together to share knowledge and experiences on how to reduce energy consumption in buildings. It includes case studies, software tools, publications, information about events and top news and supports Community building.

CONCERTO Initiative - Energy Solutions for smart cities and communities

CONCERTO is a European Commission initiative within the European Research Framework Programme (FP6 and FP7) which aims to demonstrate that the optimisation of the building sector of whole communities is more efficient and cheaper than optimisation of each building individually. CONCERTO communities demonstrate new realistic models to get close to zero energy communities. The EU initiative of DG Energy has co-funded 58 communities in 22 projects in 23 countries and started in 2005.




Energy Cities is the European Association of local authorities inventing their energy future. The association created in 1990 represents now more than 1,000 towns and cities in 30 countries. Energy Cities’ premises are located in Brussels (BE) and Besançon (FR). Main objectives of the project are to strengthen the skills in the field of sustainable energy, to represent interests and influence the policies and proposals made by European Union institutions in the fields of energy, environmental protection and urban policy. To develop and promote initiatives through exchange of experiences, the transfer of know-how and the implementation of joint projects.


EUROCITIES is the network of major European cities. The platform brings together the local governments of more than 140 large cities in over 30 European countries. Through six thematic forums, a wide range of working groups, projects, activities and events, they offer their members a platform for sharing knowledge and exchanging ideas. EUROCITITES influences and works with the EU institutions to respond to common issues that affect the day-to-day lives of Europeans. The objective is to reinforce the important role that local governments should play in a multilevel governance structure. The project aims to shape the opinions of Brussels stakeholders and ultimately shift the focus of EU legislation in a way which allows city governments to tackle strategic challenges at local level.Based on the EU’s three key challenges, the policy priorities are: Climate, Economy and Inclusion.

URB-Grade - Decision Support Tool for Retrofitting a District, Towards the District as a Service

The URB‐Grade project designs, develops and validates a Platform for Decision Support that will allow the city authorities and utilities to promote and choose the correct actions to upgrade a district to become more energy efficient, cost effective and to increase comfort for its citizens in a District as a Service Platform  approach.

URB‐Grade project is coordinated by Mirko Presser, Alexandra Institute of Denmark. The project duration is 39 months starting from 1st November 2012.

ICT PSP -The ICT Policy Support Programme

The ICT Policy Support Programme (ICT PSP) is one of the three specific programmes of The Competitiveness and Innovation framework Programme (CIP) and runs for the years 2007-2013. The ICT PSP aims at stimulating smart sustainable and inclusive growth by accelerating the wider uptake and best use of innovative digital technologies and content by citizens, governments and businesses.

It provides EU funding to support the realisation of the Digital agenda for Europe. The programme addresses obstacles hindering further and better use of ICT based products and services and barriers for the development of high growth businesses, notably SMEs, in this field. In addition to illustrating and validating the high value of digital technologies for the economy and society, it will foster the development of EU-wide markets for innovations enabling every company in Europe to benefit from the largest internal market in the world. Particular emphasis is put on areas of public interest given their weight in the European economy and the unique solutions that ICT can bring to the societal challenges that lie ahead such as health and ageing, inclusion, energy efficiency, sustainable mobility, culture preservation and learning as well as efficient public administrations. The main challenges include the relatively slow uptake of ICT innovations in the public sector and the high fragmentation of relevant markets due notably to a lack of interoperability between ICT solutions deployed across the Member States and Associated Countries. The ICT PSP covers technological and non-technological innovations that have moved beyond the final research demonstration phase. The ICT PSP does not support research activities; it may cover, when needed, technical adaptation and integration work in order to achieve the objectives.

3e-HOUSES - Saving Energy & Environment across Europe

The 3e-HOUSES project deals with the integration of the most established ICT technologies in social housing in order to provide an innovative service for energy efficiency through real time monitoring of the energy consumption, integration of renewable energies and creating the resources to lower energy consumption. The project allows tenants to develop or enhance their relationship with the utility, the environment, as the concept, saving energy is saving CO2 emissions. This will be achieved by piloting in several social housing buildings the interaction between smart devices and the users to create, in a first approach, awareness around their energy consumption and therefore a change in their energy-use patterns. The described new services will allow the integration of renewable energy and other sources of distributed energies. As well it is expected to achieve a reduction around 20% in energy consumption in social buildings, by means of the real time monitoring, and management and control systems.

e3SOHO - Energy Efficiency in European Social Housing

The e3SOHO - Energy Efficiency in European Social Housing project aims at implementing and testing an integrated and replicable ICT-based solution able to bring a significant reduction of 25% of energy consumption in European social housing by providing tenants with feedback on actual consumption and by offering personalised advice for improving their EE and increasing the share of RES. Furthermore, the project will monitor and transmit consumption data to Energy Services Companies which could enable real time energy audits in order to perform more accurate refurbishment decisions as well as maintenance operations.



ICE WISH - Intelligent Control, Energy and Water wastage reductions In European Social Housing

The objective of the ICE WISH - project (Demonstrating through Intelligent Control (smart metering, wireless technology, cloud computing, and user-oriented display information), Energy and Water wastage reductions In European Social Housing) is to design, integrate and pilot an innovative solution for social housing, using mature and interactive ICT, to enable sustained reductions of energy and water consumption of at least 15% below the current practice, without compromising living conditions, across 300 social dwellings in 10 European countries, with latitudes ranging from 56oN to 38oN.



SHOWE-IT - Real-life trial in Social Housing, of Water and Energy efficiency ICT services

The SHOWE-IT project (Real-life trial in Social Housing, of Water and Energy efficiency ICT services) is an initiative that aims to reduce energy and water consumption in social housing against (for all stakeholders) favorable conditions, by creating a win-win situation where the different stakeholders all have something to gain. This project should prove the attribution that ICT solutions could make to create these circumstances and help create situations for replication that will be attractive and accepted on a large scale across Europe. To make the results of the project also financially viable we expect to need savings of around 20% in consumption. SHOWE-IT consists of three pilot sites in Rochdale (UK), St Etienne (FR) and Botkyrka (SE) where a total of 211 households will be provided with human-centered, ICT enabled services to save energy and water.
